Eddyville City Council

The Eddyville City Council opened their regular meeting Monday evening with two Public Hearings. They were for 20/21 budget amendment and Chapter 81 Flood Plain Regulation.  Following brief discussion and no comments from the public each hearing was closed.

Eddyville-Blakesburg-Fremont School Superintendent Scott Williamson addressed the council regarding the upcoming PPEL, physical plant and equipment levy, public vote which will be held on March 2, 2021.  He had a power point presentation which explained the reasons the EBF school board has passed a motion to have the constituents in the district vote to increase funds to address where there are needs in the district.  More information can be obtained regarding this proposal by going to the school web site and clicking on PPEL or you contact Williamson at the district office.

Tim Richmond, Wapello County EMA, reviewed with the council the new technology which has been placed in the council chambers.  The update was secured through a grant that he had applied to receive.

Tod Kelsey who was appointed to the council at the previous meeting was approved by motions to serve on the personnel committee and finance committee.

Resolutions passed: to approve the transfer of funds from the LOST fund to the library fund, to approve the transfer of funds from the Sewer Fund to the General Fund; to approve the 20/21 Budget Amendment  #1, to approve rescinding Chapter 81 Flood Plain Regulation and adopt the New Chapter 81 Flood Plain Regulation from  the Iowa DNR and to waive the 2nd and 3rd readings and approve the on the 1st reading to rescind Chapter 81 Flood Plain Regulation and adopt the New Chapter 81 Flood Plain Regulation form the Iowa DNR.    

A motion carried to approve Ford’s Pub and Grill liquor license and Sunday Sales pending Dram Shop.           

Regarding the maintenance agreement for the three generators on the levee no action was taken and this item was tabled until the next regular meeting.

Wapello County Sheriff Don Phillips updated council members on the Wapello County Sheriff Department and improvements being made at the Wapello County jail.

The request for Nathan Hinton for sewer availability on his property was discussed and at the present time the city is waiting for contractors to look at the area.

The bid to spray the lagoons, levee, frog pond and parking areas by the ball diamond from Scott’s Mowing for $5,200.00 was accepted. 

Mayor Doug Greenlee reported the city had received a $10,000.00 grant from Ottumwa Legacy Foundation Grant for phase I for the pocket park which is located on the north side of Walnut Street n the 200 block.  He thanked Katie Smith and Fran Katko for their part in obtaining this grant.

Greenlee also thanked the Santa committee, Fire Department, Francis Electric, Fran Katko and crew for decorating the city and helping with the Santa drive through.

The budget committee: Tod Kelsey and Travis Strunk will be meeting within the next two weeks along with city clerk Katie Smith to begin planning the 2021-2022 budget.
